The Regional Investigative Operations Center (RIOC)
The Regional Investigative Operations Center (RIOC) represents Monroe County's forward-looking vision for a Real-Time Crime Center that integrates advanced investigative resources directly into law enforcement operations. By uniting cutting-edge technology with highly trained personnel, the RIOC strengthens first responder effectiveness and enhances public safety across the community.
The RIOC is more than an initiative—it is a critical public safety infrastructure. Through the use of innovative technology; such as drones, cameras and license plate readers, it is designed to provide real-time crime fighting strategies, increase officer safety, as well as support large scale events and critical incidents.
Precision Policing Approach
The RIOC uses data, technology, and community engagement to concentrate law enforcement resources on high-risk individuals and locations, to achieve more effective and efficient crime reduction with less impact on the community. This strategy is built on the idea that a small percentage of people and places are responsible for a disproportionate amount of crime, and it emphasizes transparency, accountability, and officer wellness alongside crime prevention.

Collaboration is key to the RIOC's success.
Through strong partnerships with other law enforcement agencies, the Rochester Threat Advisory Committee (ROCTAC) and the Monroe Crime Analysis Center (MCAC), the RIOC helps to address the growing risks of targeted violence and domestic violent extremism.
With mass casualty incidents on the rise nationwide, the importance of a fully coordinated, multi-disciplinary response cannot be overstated. The RIOC helps to align law enforcement, service providers, and the broader public safety community in identifying, intervening with, and redirecting individuals at risk of violence.
This model of partnership and information sharing is vital to our attempts to prevent tragedies before they occur. Designed as a regional resource, the RIOC is prepared to assist first responders from surrounding agencies and counties.
The inclusion of an Assistant Fire Coordinator to our staff provides a direct liaison to Fire/EMS agencies, improving unity of effort and seamless information sharing. In addition, the RIOC can provide real-time situational updates to the County Emergency Operations Center (EOC) during crises and supports sustained command post operations when emergencies demand extended coordination.
