
Kimberly Butler, PhD, LCSW, M.S.
Kim Butler has been a clinician for 28 years, with experience in the psychiatric emergency department, walk in crisis service, outpatient clinic, the VA, the jail, the County Office of Mental Health, and now with the Monroe County Sheriff’s Office. She has been a NYS Department of Criminal Justice Service certified instructor at the police academy since 2015, teaching the recruit level, supervisor school, and Crisis Intervention Team training. Since 2016 Kim has also served as a Task Force Member on the FBI’s Joint Terrorism Taskforce, allowing for the mental health/ clinical perspective to federal investigations and off ramping subjects to care and treatment when necessary. In 2017 she developed and led the Forensic Intervention Team which aimed to partner clinicians with law enforcement at time of 911 call. In 2021 Kim joined the Monroe County Sheriff’s Office to develop their Health and Wellness program. Kim has been a member of Rochester Threat Advisory Committee (ROCTAC) since its formation. Her focus has been community crisis response, threat assessment, teaching, and law enforcement officer wellness.
