Henrietta, NY (February 3, 2023) The Monroe County Sheriff’s Office Warrant Unit, assisted by the United States Marshal’s Task Force, Rochester Police Department and New York State Police, took Terrance J. Carter, 29, of Rochester into custody in Henrietta on Thursday morning. Mr. Carter had a Bench Warrant for his arrest issued by Monroe County Court for the charge of Criminal Possession of a Weapon in the 2nd degree.
On February 1, 2023, the above law enforcement partners located Mr. Carter in the City of Rochester. As they were approaching to take him into custody, he got into his vehicle and was able to evade arrest by striking an MCSO vehicle. The air bags were activated and the vehicle sustained significant front end damage. Thankfully, no one was injured. The search continued for Mr. Carter throughout the evening.
On February 2, 2023, law enforcement located Terrance Carter located at a hotel in Henrietta. The building was surrounded and a plan was developed to take this violent fugitive into custody without harm to himself or others. Carter was spotted attempting to leave through a second story window. He was taken into custody.
Terrance Carter is charged with:
- Criminal Mischief in the Second Degree (Class D-Felony)
- Reckless Endangerment in the Second Degree (Class A-Misdemeanor)
- Obstruction of Governmental Administration (Class A-Misdemeanor)
Mr. Carter was arraigned in Monroe County Court and remanded to the Monroe County Jail without bail. The investigation and ultimate apprehension of Mr. Carter was a joint effort of the United States Marshals Service Fugitive Task Force, comprised of MCSO, RPD, NYSP and the Monroe County DA's Office. An excellent example of the commitment and the refusal to give up the search until this dangerous repeat offender was placed in custody.
