On August 12, 2024, at 8:40 p.m., Monroe County Sheriff’s deputies responded to the Lowes in the Town of Sweden for a larceny in progress. A witness described a man who left the store without paying for merchandise and fled in a black Honda Civic, last seen heading east on Route 31. At 8:53 p.m., deputies stopped a vehicle matching the description on Route 531 in the area of Manitou Road in the Town of Gates. Deputies observed the stolen merchandise inside the car and detained three occupants. During the investigation, deputies found front seat passenger Amber Page was in possession of a loaded 9mm semiautomatic ghost gun. She does not have a NYS pistol permit. Deputies determined Samuel Siplin was the individual who stole the merchandise from Lowes. The driver of the Honda Civic, Terry Kennedy, has a suspended NYS license.

Amber D. Page, 35, of Rochester is charged with:

  • Criminal Possession of a Weapon in the Second Degree (Class C-Felony)

Samuel L. Siplin, 44, of Rochester is charged with:

  • Petit Larceny (Class A-Misdemeanor)

Terry L. Kennedy, 31, of Rochester is charged with:

  • Aggravated Unlicensed Operation of a Motor Vehicle in the Third Degree (Class U-Misdemeanor)

Amber Page was arraigned in Gates Town Court and remanded to the Monroe County Jail on $10,000 cash, or $20,000 bond. Samuel Siplin and Terry Kennedy were issued appearance tickets and released in accordance with NYS law.

This demonstrates how a petit larceny can escalate to a potentially dangerous situation, putting deputies and our community in harm’s way.
