On December 10, 2025, at 2:10 a.m., the Monroe County Sheriff’s Office received a call from a community member reporting there were four individuals breaking car windows in the Union Square Senior Apartments parking lot located off of Union Square Blvd., in the Town of Chili. The caller gave a description of the vehicle the individuals arrived in and told dispatchers the vehicle was leaving the area.
Deputies responded and found several damaged vehicles. In that same time, a deputy observed a vehicle matching the description that was in the area.
Deputies recognized the vehicle as the one reported stolen from an apartment complex in Pittsford during the overnight hours of December 7th to December 8th. Deputies attempted to stop the vehicle, however the driver refused to stop for police. In an effort to end the pursuit, deputies used stop-sticks as the vehicle continued to flee from police. The stop sticks were successful in deflating at least one tire of the vehicle, however the driver continued to flee from police until the vehicle became disabled in the area of I-490 and Mt. Read Blvd., in the City of Rochester.
All five occupants ran from the vehicle on foot in an effort to avoid being taken into police custody. Two of the occupants were safely taken into custody after a brief foot pursuit; three were able to run away from the immediate area. With the assistance of MCSO K-9, the remaining three individuals were located and taken into police custody without any further incident.
MCSO investigators spent the morning conducting interviews while our technicians worked diligently to collect evidence and recover stolen property for our victims.
Ahmad M. Woods-Crenshaw, 18, and Jihad C. Harris,18, both of Rochester, are charged with:
- Criminal Possession of Stolen Property in the Fifth Degree (Class A-Misdemeanor)
- Criminal Mischief in the Fourth Degree (Class A-Misdemeanor)
Following their arrest, Woods-Crenshaw and Harris were released with appearance tickets.
Three 17-year-old Juveniles are charged with:
- Criminal Possession of Stolen Property in the Fifth Degree (Class A-Misdemeanor)
- Criminal Mischief in the Fourth Degree (Class A-Misdemeanor)
Following their arrest, deputies transported the three juveniles to Monroe County Family Court for arraignment. All three juveniles were released to house arrest with electronic monitoring.
The investigation is ongoing and additional charges are anticipated.
Investigators are continuing to look into the connection, if any, between this incident and previous incidents to include:
- Nearly two dozen vehicles which were broken into on Viking Way in the Town of Sweden during the overnight hours of December 8th into the morning of December 9th, 2025
- Several vehicles broken into and a stolen vehicle from the Pittsford-Penfield area during the overnight hours of December 7th into the morning of December 8th, 2025. Deputies recognized this stolen vehicle as the same one utilized in the Town of Chili vehicle break-ins.
“We need adjustments to our laws, accountability for actions, and support from our families,” states Sheriff Todd Baxter, “to help deter our younger generation from engaging in this type of behavior and putting the community at unnecessary risk with potential life-long negative consequences.”
The past three nights illustrate the scope of a much larger problem our community is facing; repeated car larcenies and stolen vehicles. More often we are finding young people in stolen vehicles who are engaging is high-risk behavior, fleeing from police. Their actions put our community and our law enforcement members at risk.
