On November 4, 2025 at 12:50 p.m., an undercover task force was following up on a stolen vehicle investigation that occurred at Nazareth College in Pittsford on October 22, 2025.

Monroe County Sheriff’s Office Warrant deputies, in collaboration with the United States Marshals Service Fugitive Task Force, located the stolen vehicle in the area of Griffith St. in the City of Rochester.  They quickly moved in, took custody of, and arrested the driver of the vehicle, 39 year-old known violent repeat offender, Gabriel Medina of Rochester and his passenger, 33 year-old Kaycee Gannon of Rochester.

Yesterday’s arrest also marks the third time in four months deputies and the USMS Task Force apprehended Medina on a County Court Bench Warrant on an Assault 2nd, Criminal Possession of Stolen Property 3rd, Criminal Possession of Stolen Property 4th and Resisting Arrest conviction, dating back to January 2025.

“We will never let our foot off the gas when it comes to the need for repeat offender and dangerousness standards,” said Monroe County Sheriff Todd K. Baxter. “Mr. Medina is considered to be a threat to our officers and our community and was out walking our streets, only to reoffend. We ask those in the position to make impactful changes to our bail reform laws, to consider all that is at risk to public safety and the men and women tasked with making these dangerous arrests.”

Gabriel Medina, 39, of Rochester and Kaycee Gannon, 33, of Rochester are both charged with:

  •  Criminal Possession of Stolen Property in the third degree (Class- D Felony)
  •  Criminal Possession of Stolen Property in the fourth degree (Class-E Felony)
  •  Unauthorized Use of a Motor Vehicle (Class A – Misdemeanor)

Following arraignment on the charges, Medina was remanded to the Monroe County Jail on $5,000 cash bail, $10,000 bond.  Gannon was remanded to MCJ on $3,000 cash bail, $6,000 bond.

On today’s date, Medina was arraigned in Monroe County Court on the outstanding Bench Warrant. He was finally remanded to MCJ held without bail.
