On July 11, 2024 at 12:30 p.m., Monroe County Sheriff’s deputies conducted a targeted search for contraband inside the Monroe County Jail based upon information developed by deputies. The search of incarcerated individual Tshombe Harris and the cell he is housed in yielded tobacco and 66 squares of yellow paper saturated with a synthetic substance. The contraband was discreetly placed inside the fingers of blue latex gloves and concealed within Harris’ medically approved walker. Harris was placed under medical observation as a precautionary measure to ensure his safety in the event he ingested the unidentified substance.

Tshombe A. Harris, 43, of Rochester is charged with:

  • Promoting Prison Contraband in the Second Degree (Class A-Misdemeanor)

Harris remains in custody at the Monroe County Jail and will be arraigned in Rochester City Court on July 13, 2024.
