On 2/27/24 at 6:00 pm, an older adult called a phone number from a pop-up on his computer, which led to more phone calls. The victim subsequently purchased $11,250 in gift cards and turned the numbers over to the thieves.

(S) Jennavie Marie Rivera (31 years of age) stole a coworkers Debit Card number and made fraudulent charges on the account. She was charged with the above crimes and released on an appearance ticket in accordance with NYS law.

On 4/15/24 at 2:15 pm, Sarah E. Cornell (42 years of age) stole $117.74 in merchandise from the Wegmans. She left the scene and was located by deputies on Bay Rd. She was arrested and charged with Petit Larceny prior to being released on an appearance ticket in accordance with NYS law.

On 04/18/2024 at about 11:48 am, Noel G. Dixson (33 years of age) presented fraudulent documents in an effort to open an account in someone else’s name. Deputies responded and took Dixson into custody. He was charged with Criminal Possession of a Forged Instrument in the 2nd degree and released on an appearance ticket in accordance with NYS law.

GL 3rd (Scam) / Valley Green Dr / 24-072235

On 4/18/24 the victim was selling his motorcycle for $6000. An out-of-state buyer sent him a check for $8850. Once the victim deposited the check, the potential buyer changed his mind. Certified checks were used by the victim to refund the money to the buyer, who then stopped payment on his check, leaving the victim out the $8850.

On 4/26/24 between 12:01 am hours and 12:30 pm, unknown suspects stole property from the victim’s vehicle, which was left unlocked and parked in a driveway just east of his home.

On 4/30/24 at 11:41 am a 20-35-year-old man, 5’10, 160 lbs., with a goatee, wearing a black hat with a red brim and a Tampa Bay Buccaneers pullover stole roughly $200 in assorted energy drinks, soda, candy and chips. The suspect left in a 2014 Cadillac SRX.

The victim listed his sailboat for sale on the internet and received an email requesting more information about the boat. After speaking with “Noah” the two agreed on a price, and Noah sent the victim a check for $1000 over the asking price of the boat so the victim could arrange for the shipping of it. The victim received a check for $1,009 over the agreed upon price and deposited it into his account after requesting the teller to verify the check’s authenticity. The teller informed the victim there would be a 48 hour hold on the check before the funds would be available. After 48 hours, the victim saw the funds were available in his account and then sent a $1000 Venmo payment to Noah to cover the “shipping fee”. The victim was later informed by the bank the check was in fact fraudulent.

On 4/18/24 at 9:21 pm, the victim called a number he thought was Apple Support. After some time of talking with the representative, the victim was defrauded out of $1394 in gift cards and cryptocurrency he purchased on line. The suspect is described as having a thick Indian accent.

On 4/17/24 between 11:57 am and 7:00 pm, an unknown suspect stole a package from in front of the victim’s door, which contained red hunter boots valued at $183.00.

Cash was stolen from the ATM after the rear vestibule window was broken into by unknown suspects between 4/24/24 at 11:00 pm and 4/25/24 at 8:42 am.

On 4/29/24 at 10:19 pm, a man described as 5’10, 240 lbs., with a trimmed white mustache and beard, stole miscellaneous merchandise from the store totaling $118.99.

On 4/12/24 the victim received a text message from someone claiming to be her bank, which led to phone calls. Through a sequence of phone calls involving various suspects, the victim divulged personal account details to the thieves, resulting in a financial loss amounting to $5165.66.

The victim states on 4/12/24 at approximately 6:00 pm, she parked her car in her driveway at the above address. On the following day, she came to the realization that her purse, which held her credit cards and personal identification documents, was nowhere to be found.

On 4/13/24 at 11:03 am, a woman stole $264.98 in merchandise. Photos of the suspect were obtained and posted to MCSO Social Media. On 4/16/24 at 11:30 am, Amani Tisdale (26 years of age) turned herself in as she saw herself on the MCSO Facebook page. Amani was charged with PL and released on an appearance ticket in accordance with NYS law.

The victim states he received a call from men claiming to be a police officer and a defense attorney. They said the victim’s son was in an accident and his son needed $15,000 bail. The victim was given instructions to place the money in a box and it would be picked up by a courier. The victim called the police and prior to the deputies’ arrival, the victim notified the suspect on the phone the police were contacted.

On 4/17/24 at 4:55 pm, Mohann Liu (23 years of age) entered Wegmans after being previously banned for shoplifting. Loss Prevention employees saw Liu and recognized him. Loss Prevention watched Liu steal merchandise, and he was arrested outside of the store. He was charged with burglary and Petit Larceny before being released on an appearance ticket in accordance with NYS law.

On 4/18/24 at 9:15 pm, a 40-55-year-old woman with short blond hair stole property valued at $220.83. The woman has shoplifted before from other Marshalls locations. Pictures posted to MCSO Social Media.

On 4/9/24 at 10:34 pm, a woman wearing a light colored tee-shirt and black hat accompanied by another woman worked in concert and stole 16 jet blenders, a nutribullet blender and cleaning supplies ($1280.75). The suspects left in a newer model SUV. Photos posted to MCSO Social Media.

On 4/23/24 at 9:46 am a 30-40-year-old woman, with black hair, long braids, medium build, brown jacket, gray pants, and pink purse stole $100 in prepared foods. When Loss Prevention approached and told her to stop, she refused. Photos placed up on MCSO Social Media.

Unknown suspects broke into the victim's car and then her house between 3:00 am and 3:45 am on 4/29/24. They stole her purse from the kitchen counter and some Xbox gaming items from the room next to the kitchen while she slept. The unknown suspects entered a neighbor's car as well, but they stole nothing.

On 4/21/24 at 11:52 am, two suspects entered the Wegmans and stole $371.73 in merchandise by loading up a cart and pushing it out the door. The description of the first suspect is a 25-35-year-old man with an average build, dark hair, and a beard. He was wearing a yellow Adidas hooded sweatshirt under a black vest, black pants, and black shoes. The second person is a woman aged 25-35, of average build, with long dark hair, glasses, wearing a black jacket, gray baggy pants, and carrying a brown purse. They put the merchandise in a 2007 Pontiac Vibe where a third individual was observed in the backseat.

Petit Larceny / 400 Jay Scutti Blvd (BJ’s)  / 24-070294

On 04/22/24, deputies responded to the above location for a delayed larceny report. BJ’s loss prevention reports on 04/20/24, an unknown man entered the store and stole a 55 inch television.

Robbery 1st/Grand Larceny 3rd / 3932 Scottsville Rd (Harry’s Gas Station) / 24-070692

On 04/23/24, at 1:19 in the morning, deputies responded to the above location for the report of a robbery. An employee reports two unknown men entered the store, pushed him behind the cash register and demanded money. One suspect was armed with a large knife. Both suspects were wearing all black clothing, black ski masks and gloves. The victim could see around the suspect’s eyes and believes they were both white. Additionally, the suspects filled a bag with an unknown amount of cigarettes and left the location on foot. Deputies, along with K-9 units and Drone units, conducted a search of the area. The investigation is ongoing.

Between 04/22/24 5:30 pm and 04/24/24 8:00 am, an unknown suspect attempted to enter the side door of the building. The door and door handle were both damaged.

Burglary 3rd/ Petit Larceny / 650 Hylan Dr (Wegmans) / 24-070330

Wegmans’ Loss Prevention reports on 04/22/24, a known male, Marcellino Acevedo (S), entered the store and stole four containers of laundry detergent. Acevedo was banned from all Wegmans on 04/15/24 for stealing. Deputies arrested Acevedo and brought him to Henrietta Town Court, where he was remanded to the Monroe County Jail on $5,000/$10,000/$25,000 bail.

Unlawful Possession of a Skimmer Device / 1225 Jefferson Rd (Dollar Tree) / 24-071071

On 04/23/24, the Dollar Tree store manager located a skimmer device on one of the store’s cash registers. They checked the register after receiving a text message from the Dollar Tree district manager, who instructed employees to check for them. The manager reviewed the store video going all the way back to 01/20/24, and it looked like the device was likely placed on the register on 04/22/24 and that she would provide video at a later date.

On 04/23/24, the Dollar Tree store manager located a skimmer device on one of the store’s cash registers. After reviewing the cameras, the skimmer device appears to have been on the register since 04/01/24.

Burglary 3rd / Miracle Mile Dr / 24-072620

On 04/26/24, between 04/25/24 at 8:30 pm and 04/26/24 at 8:03 am, an unknown suspect forcibly entered the construction trailer for Pike Construction by using a fire extinguisher to break a window. Once inside, the unidentified suspect took several items, such as an iPad, a camera with a 360-degree view, and various tools. Several other items inside the trailer were damaged.

On 04/26/24, the victim reported between 04/05/24 and 04/09/24 an unknown suspect put a mixture of sand and salt into the gas tank of his Tractor Trailer while it was parked at the Sikh Society of Rochester. The value of the damage was $15,000.

Assault 2nd / Esporta 100 Marketplace Dr / 24-072773

At about 8:30 pm on 4/25/24, the victim went to Esporta on Marketplace Dr. for a game of basketball. Since it was just a pickup game, he didn’t know anyone who was playing. At some point during the game, he scored on another player and said, “Now that’s a bucket.” The other man then pushed him to the ground, and they started fighting. They were fighting for several minutes, and when it was broken up, he noticed the suspect go to his bag to grab something. The victim started leaving the gym and was walking towards the exit when the male swung at him from behind. With a knife in his hand, the man struck the victim on the right side of his face, hitting his lip. When the victim turned to face the suspect after being struck, he noticed a pocket knife with a black handle in the suspect’s right hand. He received five stitches at the hospital after the knife blade cut through his lip and caused a loose tooth on his right side.

Between 04/25/24 at 12:00 pm and 04/26/24 8:00 am, an unknown suspect stole four winter tires from the side of his business.

Between 04/25/24 8:30 pm and 04/26/24 8:00 am, an unknown suspect broke out a window in an office trailer and stole numerous tools. The location is an apartment building that is currently under construction, with many storage trailers on site. 

CPCS / W Henrietta Rd / 24-073368

On 04/27/24, a deputy was traveling northbound on West Henrietta Rd and observed a gray Honda Civic traveling southbound on West Henrietta Rd. at a high rate of speed. The deputy conducted a traffic stop and identified the driver as Kevin Wright. He was detained on an active City of Rochester bench warrant. During a search of Wright, deputies located two clear containers with a white powdery substance, which later tested positive for Fentanyl.

On 04/30/24, deputies responded to the above area for a report of a white sedan swerving all over the road. Deputies located a white Chevrolet Cavalier and conducted a traffic stop. The driver was identified as Steven Vanskiver and deputies observed a plastic Ziploc bag, which contained a white rocky substance, on the passenger side seat. Vanskiver stated the bag did not belong to him and he did not know what it was. Vanskiver was detained and additional items were located on the front passenger side of the vehicle (glass pipes, a small jewelry box that contained a white rocky substance, numerous glass vials). A field test on the 27 grams of seized substance yielded a positive result for cocaine.

Sometime between 4/20/24 10:00 pm and 4/21/24 6:00 am, someone stole the tires and rims off of the victim’s 2022 GMC Yukon, which was parked in the driveway. The vehicle was left up on cinder blocks.

An employee at the Dollar General reports that on 4/27/24 at approximately 5:40 in the afternoon, a woman wearing a white bandana, a blue denim jacket and a pink shirt entered the store and selected multiple bottles of Tide laundry detergent. The female approached the front of the store where she made a comment to another employee about making a return, but then exited the store and never returned. The value of the stolen property is about $150.00.

An observed pattern of burglaries has been identified at the construction site located at 100 Mulcahy Bl. in the beginning of April involving three separate burglaries. On 4/7/23, while conducting surveillance, deputies observed the suspects and attempted a traffic stop of a white Chevrolet Impala. The suspect refused to stop, and a pursuit was initiated. In light of the defendant's erratic driving, it was ultimately terminated out of concern for public safety. In the course of the investigation, surveillance footage was acquired from the construction site, and numerous civilians and law enforcement officials were able to definitively identify the individuals involved as Ronald Paniccia and Cassandra Dieter. Furthermore, it was determined that these individuals had outstanding warrants from across the county.

Paniccia and Dieter were located by the US Marshals Service and MCSO Tactical Unit at 8:30 AM on April 18th, 2024, inside a stolen Chevrolet Cruz and in possession of a stolen Chevrolet Impala at the parking lot of 40 Marshall St in the City of Rochester. In the process of apprehending both individuals, Paniccia rapidly reversed his vehicle, colliding with the car of a Task Force member and causing him to fall to the ground upon exiting (Fortunately, he sustained no injuries). Paniccia then drove forward, striking an MCSO and a USMS vehicle. Paniccia was extracted from the vehicle, while Dieter persisted in her efforts to re-engage the vehicle's gear. In the end, both suspects were apprehended and taken for medical evaluation. Once released, investigators interviewed each suspect at C Zone where they waived their Miranda rights and made admissions to the three burglaries. They were both remanded to MCJ on the existing warrants from across the county. On Saturday 4/27, Paniccia and Dieter were arraigned in Rochester City court on CPSP 3, Criminal Mischief 2, Reckless Endangerment 2, and Resisting Arrest for their actions while being taken into custody. Arrest warrants were obtained and lodged for the three Chili Burglaries.

An employee at Byrne Dairy reports on 4/30/24 at approximately 1:00 in the morning, a woman entered the store and placed numerous cans of Red Bull into her purse. She asked where the bathroom was and then passed all points of sale without paying for the items. She left the location in an orange Chevrolet Cobalt, which was last seen heading northbound on Rt. 259. The estimated loss to Byrne Dairy is $85.00. As a note, this incident mirrors a similar incident occurring at this location on 4/24/24 at approximately 1:00 at night where $225.00 worth or Red Bull was stolen (CR 24-072243).

Target Asset Protection was informed of the theft of three laptops from the store. While checking surveillance video, AP observed two men select the three laptops along with other items, cut the security tags off, and exit the store without rendering payment on 4/17/24. On 4/30/24 AP called to report he recognized the two men from the previous, un-reported, larceny and he believed they were shoplifting again. AP gave descriptions of the suspects and the vehicle they arrived in while he followed them around the store on camera. He communicated when they passed all points of sale and deputies were able to make contact with both suspects as they moved to place the stolen items into the trunk of a 2022 Nissan. Jose Gonzalez Guart and Adrian Rodriguez-Hernandez were taken into custody without incident and transported to C Zone for processing. They were issued Appearance Tickets for the $3,417.89 worth of merchandise stolen on 4/17/24 and for the $1,337.73 worth of merchandise stolen on 4/30/24 in accordance with NYS law.

Hamlin

Stolen Vehicle / Lake Rd / 24-071178

The victim was at work at the Hamlin Pizza Shack, using his mother's 2018 Mitsubishi Mirage to deliver pizzas. On 4/23/24 at approximately 7:15 at night, he was inside the building when he saw his vehicle being driven out of the parking lot. The car headed north on Lake Rd and then turned east onto Roosevelt Highway. The car was left running on the north side of the store near the employee/kitchen door. He did not see the person who took the vehicle. Surveillance footage showed a man between the ages of 35-55 wearing a black jacket, black knit hat, and orange hood walking towards the vehicle. A moment later, the vehicle was leaving the parking lot.
